Richard Clarke, PhD
Chief Operating Officer
Richard is the Chief Operating Officer of Janus Healthcare Partners, where he has oversight for all aspects of clinical operations and the successful execution of the collaborative care model. Richard is a clinician with extensive leadership experience in the behavioral health industry, in areas including clinical operations, quality initiatives, primary care integration and value-based care. Richard’s experience also includes designing and executing innovative behavioral health programs and scaling operations in companies of various sizes. He has led community behavioral health provider organizations focusing on implementation of innovative best practices for children, adolescents, and their families.
Prior to joining Janus, Richard served as Senior Vice President of Clinical Operations at Magellan Health, where his work included clinical innovation and best practice for Medicaid, Medicare, and commercial lines of business, serving millions of members nationwide. He also led the Magellan of Arizona Medicaid program where he pioneered innovative models of behavioral health addressing zero suicide and integrated person-centered medical homes for individuals with a serious mental illness. He scaled managed care best practices and implemented effective systems of care serving over 750,000 members.
Richard holds a BS in Psychology from the University of Oregon and a Doctorate in Psychology from the University of Vermont.
